The lists were issued monthly with Army Circulars in numerical sequence starting with §1 in 1860. Published by the War Department, they advised of the changes in all military stores. Only those relating to small arms and associated accoutrements have been referenced in these volumes. Until August 1919 these lists were issued on the first day of each month but after this they were issued out on the last day of the given month. Other service references and the official dates of approval are also annotated.

Original references use the original paragraph sign (§) and its plural form (§§). For simplicity here and as a specific indicator, the abbreviation ‘LoC’ has been used to indicate the particular List of Changes paragraph number. The indexes in each volume list the paragraph numbers rather than the page numbers in each volume. The LoC entries continually reference other related LoC numbers for supporting information. 

With the January 1924 issue of Volume XXXIV of the List of Changes, a new 'A' letter prefix sequence was introduced. The original series concluded with § 26231 in December 1923. In 1936, a 'B' prefix was commenced and the List of Changes continue to be issued to this day.
